At 9 yes, if you train very hard until your twenties. Its not easy to get to the top.

I am not aiming for becoming World Champion but I am going for being titled chess player.
Even I am already adult, I believe I can do it. So I believe you! I believ you can become World Champion if you really want to and work for it!
Hmm... Probably not. World champion is EXTREMELY difficult to achieve and will take a TON of effort to get to, so you will most likely not become one. However, if you train a lot, and with intent on growing, I do believe you can become a master, possibly even GM.

seriously? lets say there are only 100 users on this site that want to be world champ. lets say all of them are 'pushing to achieve their goals.' how can all of them be world champs? its not mathematically possible.
