However, Wikipedia does not explain some differences between the User Agreement and some Help articles
The minimum age to register on Chess.com is generally 13 years or older, or the age of consent in your country—whichever is higher. You must accept the User Agreement to create an account. If you're not yet of legal age but are at least 13, a parent or legal guardian must consent and manage the account (Chess.com).

The User Agreement says that "parental acceptance" needed for players who are at least 13 but younger than the legal age
Yet in some Help articles or from other players I often hear that users under 13 are also allowed if they have "parental acceptance"
