There already is, just not for reply’s, because putting a cool down on replies would be detrimental to people going from one forum to the other, not necessarily spamming, but helping.

Or maybe the limit should be on certain threads. Like if you posted on one thread, then you can't post on it for 1 minute.
My idea is a comment limit to prevent or heavily moderate spamming. It would be 1 comment/min on forums/articles/blogs, etc. Of course, the exact limit can be increased or decreased if needed. I already sent it to support, so let's see!
