Are pairings completely random?

I am rated in the 1700s in Daily games. My last two random pairings have been against players rated in the 800s. No offense to these players, but shouldn't the pairings make an attempt to match players whose ratings are at least somewhat close?

I think it's a function of how you set up your seeks and who happens to be looking for random games at the same time. It seems likely that new players would be the ones waiting for a game.

What parameters do you set?

Also, Daily games, if not automatically paired, will go to open challenges and anyone in the seek rating range can accept the games. Just change the seek and you can limit some how much lower rated your opponents will be.
