Article III.4 of the FIDE guidelines doesn't apply on Chess.com?

A while ago, Nihal Sarin managed a draw in the Global Chess League. Being low on time (2s on the clock), Sarin paused the clock and claimed a draw from the basis that he had a dominating position that could not be lost, and that his opponent was not trying to win by any normal means, following up on Article III.4 of the Fide guidelines. The result from Nihal's game was a draw but, why do we not have the power to use Article III.4 in our games on Chess.com? Couldn't Chess.com add a feature allowing us to claim a draw with the engine analysis as evidence?

That rule requires arbiter to make a decision. That's not something that can that could be programmed algorithmically and it's not possible to have a staff member actually the time to adjudicate claims
