Just to be clear, the puzzles I'm presented with are not only high rated, but are in fact hard to solve. It's not like I'm doing an 800 rated puzzle and then jumping up to say a 1500 rated puzzle. I'm going to a 3000+ rated puzzle, and the puzzle seems appropriately difficult for that rating. In other words, the puzzles seem to have difficulty which matches their rating. When you say the old ratings are likely different, I mean how different? Are we talking 2000 rating points different?
Can't reset puzzle rating anymore?
After deleting my puzzle history, i'm currently 400 rated and look at the puzzles I'm being presented with: https://www.chess.com/member/thekingcharlescav/stats/puzzles
The difficulty of these puzzles are nowhere near appropriate for 400 rating, so if it's because of a new rating system, that means that the new system is no where close to the old rating.

The ratings should be based on the percentage of people that solve them. I reset my puzzle history and was given an 800 rated puzzle that was solved by 14%. This is problematic. I don't understand why the rating isn't correlated to the solve rate? How else could/should it be calculated?

Haris I checked your solve history and you are getting randomly rated puzzles too. For instance you're only up to 1200 rating and getting puzzles that are 2200 rated. If it's because of a new rating system, then the new system is off by over 1000 points.

Before reading this post, I reset my puzzle history. In web interface, the results are what I would expect - 0 puzzles solved ever, rating displayed as 400. In the Android app however, puzzle stats still show a few hundred solved puzzles. Tried deleting app data, uninstalled, reinstalled - no changes, still shows some of my puzzle history. Reset again, repeat all steps - same result. Very disappointed.
Still no progress on this bug? I used the contact support feature to report the issue and got no response. Martin says it's because of a new rating system, but if that's true then the new system is wildly off compared to the old system. For instance, I was just presented with this puzzle and I'm only 600 rated for puzzles: https://www.chess.com/puzzles/problem/1245199
How many people are experiencing this issue and just give up not realizing it's a bug?
Still haven't had a response from tech support, and my friend is having the same issue. Randomly rated puzzles after deleting puzzle history.
There's a new puzzle rating system on the backend that's designed to be more accurate and result in better member puzzle ratings. That system is used for puzzle selection and rating but the value in the interface is still the old ratings and are likely different.
The Interface will get updated at some point to show the backend ratings.
