Clarification on Platform Policy Consistency

Hello,

I would like to ask for clarification regarding how platform-wide policies are applied in practice.

In the past, Chess.com has taken visible public actions in response to major global events, including official statements and changes affecting user profiles (such as flag display policies). These actions were clearly communicated at the time, and the corresponding statements remain publicly accessible. In addition, certain platform-level restrictions introduced earlier continue to be in effect.

At the same time, current forum moderation guidelines state that political discussions are not allowed, and threads touching on real-world events are often closed under this rule.

My question is not about any specific political situation, but rather about understanding policy consistency:

How does Chess.com determine when a real-world event leads to platform-wide actions or official statements?
Is there a general framework or set of criteria that guides such decisions?
How should users understand the boundary between existing platform-level decisions related to real-world events and the restriction on discussing such topics on the forums?

The goal of this question is simply to better understand how rules are applied, so that users can follow them correctly and avoid unintended violations.

It would be really nice to have a clarification from the staff or moderators about these 3 rules in the context of the topic.
