How are puzzles difficulty decided on chess.com?

This puzzle on chess.com has a rated difficulty of 2033 yet it is a very basic mate-in-one. It seems rather arbitrary when it is rated 2000+ while many other puzzles rated 1000-1200 are far more complicated.

It only has 1517 attempts to date.

I don't know how the initial ratings are set but the theory is that the rating will adjust depending on the results.  If everyone gets it right, the rating will drop.

That's not 100% straightforward because of the pin.  Still, you are correct that it doesn't seem like a 2033 puzzle.
