The new puzzles always have horrible ratings which I guess is a consequence of mostly statistical fluctuation along with ratings not adjusting fast and far enough. It is not unusual to see a puzzle with a pass rate in the teens or twenties after 1000 attempts which indicates the rating is far too low as too many low rated players are being given that puzzle. My experience is the new puzzles are much harder than old puzzles for the same rating level. I am guessing there is some kind of computer generated design that picks these whereas a human picked them in the past. A feature of the new puzzles is what I call the "extra move" where after the tactic is finished there is some random move afterwards that is easy to solve, but takes extra time because no one would bother to calculate for that move initially, which results in lower ratings.
Although there are occasionally very easy puzzles with a high rating, usually those are nearly brand new puzzles barely past the "trial" period where you don't lose points. While it all balances out over time and one will get puzzles rated too high or too low, what is particularly brutal is getting one of these puzzles in Rush. For example getting a puzzle rated 700 that really should be 1400 just kills you, whereas you don't really gain much from getting a puzzle rated 700 that should be 400. For this reason I would recommend keeping these newer puzzles out of Rush.
