JUST WHY IS THE PUZZLE SO BROKEN

i just did 2 puzzles. i got the first wrong and I lost 4 puzzle elo thing. i thought that maybe chess.com fixed the puzzle rating and so I decided to lose the next on purpose, only to lose 14

It isn't broken, the amount of points you gain/lose is relative to the gap between your rating and the puzzle's rating. 
You're currently rated 1516 in puzzles, the puzzle in which you lost 4 points is rated 1722 (it's visible in your puzzle history) which is 200+ points above your rating so you didn't lose much by getting it wrong. 
The other one in which you lost 14 points, is rated 1247, that's almost 270 points below your rating so the system expected you to get the puzzle right, so yeah you lost many points by getting it wrong.

You were expected to get it wrong in the first case due to the massive rating gap so you didn't face much penalty but in the 2nd case you were expected to get it right because it was rated much below your rating so it tanked down your rating to get you closer to your 'accurate' rating :/

I don't think chess.com increases your rating more if you win a hard puzzle

You could change your puzzle settings from Standard --> Extra hard, then it'd reward more for a win and deduct less for a loss
