Peak rating not showing correctly

So for many players I've noticed that they have at least 1 year old account, with peak rating very low, usually they have played hundreds if not thousand of games, and they are at some rating, usually 900-1000 which is my level of opponents, but when I check their profile and their peak rating, sometimes, and quite often it shows peak rating of 200 or some low level that is way lower than they are currently at, this is with blitz rating, what is this glitch ?
