Rankings tiebreakers outside competitions

I've recently gone to my stats page to celebrate that I've obtained the 1500 elo achivement and i could not retained myself of seeing how was I going in comparisson to my friendlist. Once there i've noticed that above me was a user that have the same public Elo number but haven't played a sinlge game since febreruary. I don't maintain any current interaction with them nor have any problem to being second but I do not understand wich tiebreaker is the site using. I saw that their win rate and accuaracy figure a bit greater than mine, but, if the final positions are decided according to one of those criteria, I disagree. Considering that we are not using real Elo system but rather Gliko, I think that the last match played should have greater consideration. Nevertheless as I could be biased, I must ask if what I'm saying is sensible. So: Should not be the variance estimator of the Gliko scoring (that is in strong relationship with last match played) the ultimate tiebreaker according to global raiting?
