Hmm. Maybe because the devices work differently.
Settings are not carried across devices

After spending sometime customizing many settings on my PC, for my surprise none of that is carried to another device. Went to iPad and everything was set to default. Same if you try to use it in another computer. What's the point of having settings per device?
PCs have different capabilities and features than mobile devices and visual and game play settings on one may not be the best on the other.
However, settings across computers are all the same, with exceptions of ones that are cookie based.

Same thing even on 2 different Logins on the same computer. I think they save the settings in the browser in the frontend or something like that. I have 2 windows login in the same computer and every time I change something in one login I have to do the same in the other login.

Even with basic settings, like pieces and board color. Even that is not consistent on multiple computers/devices. It looks more like a system limitation or bug then anything else.

On a browser, the settings are going to be account bound, with the exception of cookie based ones. So things like background, piece and board set will be the same on every web browser and device. The only other exception is if there's a problem reading the settings from the database.

They are the same. I work across multiple browsers and devices with no issues seeing the same settings.

On my iPad I see green board, on windows account 1 I see white/black board, on windows account 2 I see blue/white board. All different.

If you log into the same account on the website on each devices they will be the same unless one of your devices has issues loading the settings and it will load the site default. I use multiple devices and the settings are the same in each

I have just one chess.com account and it's the one I'm using to login into 3 different sources: Google Chrome on windows 1, Google Chrome on windows 2 and iPad.
If I open the website on incognito mode it loads correctly, if not it loads an old setup. Chess.com is clearly using something from the browser cache instead of using what is in the database. Since the settings was updated from another computer it thinks what it has on cache is the latest one which is not. A clear bug for me.
You can do the test your self. If you change the setting in just one computer, everyone will get it write. But if you change the settings on 3 different computers, all 3 will have it's own settings and it will ignore the latest change in the database.

I did test it. Changing on one changed in the other with zero issues.
You have to change on both sides. If you change on the second computer, the first will not be affected.

This is what I'm talking about, the LocalStorage for chess.com website:
As you can see, board is still brown even though I changed to blue on the other PC. They don't clear the cache for some reason if you update the settings on both PCs. At least not for me.

Yes, when I changed the setting it was carried over to the other when refreshing the site or logging in (tried both scenarios)

I'm glad it works for you! For me it doesn't. Some bugs are like that, it happens for some users on some specific circumstances. I'm a software developer myself and in my career I've encountered many tricky bugs of that nature. I'm sure it happens to other users too, not to all of them though.

I have asked about what you're seeing and have tested a few different iterations and haven't had any issues getting it to work as expected.
