Significant time discrepancy

Is anyone else experiencing significant variances in how time is being calculated in bullet games? I'm finding I'm making pre moves and otherwise much quicker moves than my opponent, and finding I'm losing on timeouts by 10 to 15 seconds, which is impossible. This never used to happen, just in the last few weeks.
