The Glicko rating system should not deduct rating points for timeouts. This has nothing to do with playing strength. Timeouts should only adjust the win/loss percentage.

This would create another issue - players would deliberately run out of time in lost positions.

That's fine by me. It punishes my opponents, not me. It should just deduct the rating points in lost positions and do nothing for drawn or won positions.

Rating is only interested in results, not how the result occurred. Over the long term, timeout wins/losses aren't going to have a large impact in rating, except maybe in Daily chess.

I guess so but my opponents are unhappy right now. I'm not sand bagging, I left for a year and my vacation time ran out.

It seems like the exact opposite - if your opponent deliberately times out because he's losing, then not subtracting rating points is a reward, not a punishment.

Read it again. Subtract rating from lost positions no for the rest.
