I had my rating settings at -Infinity to +150.
That 1200 member has a default 1200, not an actual 1200. They haven't played any rated daily games, so are considered unrated.
It's also possible the seek on the 900 player didn't actually go out with those settings. Next time, try a Custom Game option, and verify the rating range showing there.
