@Lord_hammer, I know.....I've reported all the ones I could find. It's really tiresome to see all these YGNR accounts on forums, especially serious, chess-related forums

All he'd have to do is age them. Make 10 accounts a day, and wait for a batch that's old enough to post and you have the same problem meanwhile you're punishing all real members who may want to post right away.

I don't know how to combat stuff like VPN, but I know nothing is foolproof, it's like robbing a jewelry store, it sorta comes down to who is willing to spend more time and money, the thief or the people purchasing security.
And once you get their real IP, you get their name, address, and other info, and you can have police knock on their door.

Well, member reports. Enough people have to report YGNR to get them off the site. I don't think its possible to ban them before they create new accounts
On a side note, the restriction that chess.com currently has is that you need to verify your email address before you post...YGNR must have a lot of emails
