Why is bot detection so horrible?

I just played a game against this player: [public accusations not allowed -- MS]

 

And got my most wonderful bottom kicked by this fella. After blaming myself for apparently not doing enough chess lessons, I checked out the game analysis. Turns out this user had an accuracy of 99.1%. So I thought to myself: "Well, that's possible. I probably just played really bad, or the "good moves" were limited and therefore easier to spot, or this user is just playing this position a lot (For me this would be the standard Ruy Lopez for example). I should really check him out. Maybe he is the next Magnus Carlssen on his way up or something."

 

Then I looked through his other games. To my surprise (or not), most of them have an accuracy above 99%. I decided to check out the time intervals of my match with him and sure enough, even for absolutley crazy moves, he takes the same 7-10 seconds as for any other move.

 

I loved watching GothamChess's and Eric Rosen's cheater hunter videos so my red warning lights went off. How come that these players don't get flagged automatically when they play above 99% in 10/15 of their last games? Is there even a cheat detection active on chess.com?

And how come that he doesn't get banned even after being reported manually and showing such data anomalies?

If you suspect someone of cheating, you should report it, not post accusations in the forums.
