The metaphor used in closed applications like Shredder, etc. is that you wish to pick a particular strength opponent and have that opponent remain constant in strength. The metaphor typically used in Internet chess environments, like chess.com and others, is to have computers with general strengths play with its rating in jeopardy just as yours is. It's just different, that's all.

For Play Againgst Computer on a laptop, only options you have are Basic, Easy, Medium, Hard. When using my Android phone, only option you have are various time based strengths, such as 1s..1min.
Can you provide adjustible ELO levels, such as 500-2500? Even smaller teams such as t Chess, Shredder, Stockfish have such options. It is very helpful to play these games against the computer, and be able to analyze the games later.
Please look into the matter.
