no practical. How would you distinguish between disconnecting on purpose and disconnecting inadvertently?

In a situation in live chess where a person is obviously deadbeating - dropped a queen or whatever and then disconnects instead of resigning/finishing out a game...
Why is this tolerated at all? A one week ban from live chess for an obvious violation would very easily remedy this.
