I've given it a good try with the new site. Ultimately I still prefer the old.
What I don't like is that the new version makes my desktop PC look like a phone. I play chess on my computer instead of my phone because playing chess on a phone sucks.

Can someone explain to me how to start a game with some parameters so weaker players can't accept the game. I can't seem to find it on V3. I jump onto V2 to start games right now. It's simple there.

In your Live chess (or Daily), you can set your default Outgoing seek settings and set your ranges there. You can override the defaults by creating a Custom Challenge and modify the ranges.
Also in v2 game explorer was educating too apart from intuitive because it gives you a table of the related openings where we are talking about the essence of chess education, Ι have spent many hours learning openings from there this table with related openings does no longer exists it has gone with the disastrous wind of change of V3 A00: Mieses Opening |

What resize icon? There isn't one on the ipad.
The interface of the website was designed with a cursor in mind. I haven't tried with a mobile device. If it is possible, I doubt is is easy, since hold-drag will probably just move the screen.
I have been told in the past that for mobile, the best solution is the app, at least for some things.
Now that I have thought about it more, if you load the desktop version you should be able to just resize the whole screen. Not sure how well that will work in actually playing a game though.

I agree with Spacebux as well. If a simple word, that everyone can understand, can be a button, and an Icon can be a button as well, why not use the one that needs no explanation?

I don't have access to an iPad so can't give much guidance. On my Android phone, the default browser loads everything in the mobile optimized site, which has limits how far out I can zoom. There is a link at the bottom of most pages to open them to load the page in the Desktop site.
In Chrome, if I specifically request to to load the desktop version, a feature of the browser, it will load the full site. I just tested there and I actually couldn't get smaller, but I am on a phone screen, so I may be limited by that.
It is possible you could do something similar on your device and I don't know which of the two open by default for you.
