Basic and free members get 3 live tournaments per week. You can read about it in the Live Tournaments FAQ.
Not sure when the week resets or if it is 3 tourneys in a rolling 7 day period though. Maybe someone else will know more. However, you can have unlimited live games as far as I know, just not tournaments.
