Or maybe not I just realised that this can be misused by players who are angry that they placed 2nd last. They can then withdraw and punish other players.

In tournaments players can withdraw whenever they choose to, or their account can be closed for various reasons. The result of this is often that some players who have lost games against this opponent (e.g. a cheater who was banned during the tournament) will suffer from this since other players in the tournament will get 2 free Points from the withdrewn player. This can be particularly annoying in tournaments with many rounds where you in worst case can lose your spot in the final round to another player.
I realise that retrospective change of rating points is not possible to implement, what I am talking about is a simple software change with implementation of code that detects when someone becomes withdrawn and then either removes this players games from tournament calculation or changes point count from already finished games to 1 point to the opponent. The latter is probably a bit more complicated since the points in the score table most likely are extracted from the game score itself which is a bit more complicated to tamper with.
