On Chess.com, premoves are 0.01 seconds, dude. On L****** however, premoves are 0.00 seconds.
Pre-Moves should take 1/100th of a second.

0.1 just means 0.1 of a second. No matter how fast you premove, the site will register at 0.1 seconds. This means you can't really stall

Yes, 0.1 sec for pre-move in here is ridiculously long. In other site, it is like 0.01 sec.
In general , I need minimum 2 secs to win simple endgame (to checkmate in 12-15 moves), whereas in other site I can finish within 1 sec remaining.

I know it's .1 secs, I'm saying it should be longer. 10 premoves might not be enough to win even a rook vs king endgame, which can take 15+ moves.

I understand that games must end, so it shouldn't be instantaneous, but some endgames might require 15 moves to win and if you have 1 sec left, you wont be able to win.
