Should chess.com implement rating manipulation detection?

I have seen several complaints in the forums about people manipulating their ratings to play against lower rated players in tournaments they wouldn’t otherwise qualify to compete in. I just think, if it’s possible, chess.com could or should put anti rating manipulation in place?

You should make this point in the Cheating Forum.

They don't allow discussions of cheating in the open forum.

Sandbagging is a form of cheating, and people can and do get banned for it.  But as a form of cheating, it's a conversation that belongs in the Cheating Forum: https://www.chess.com/club/cheating-forum.

Suspected sandbaggers can be reported in the same way as any other cheater: by selecting Report Abuse from the Help menu, or by using this link: https://support.chess.com/customer/portal/emails/new
