The rating is low because all the moves are easy and natural and you get partial credit even if you don't get them all right, pass rate is low because it's a long problem and there are a number of places to possibly go wrong, checking with the queen at the end for eg or taking the knight on move 3 which would be a winning advantage.
Just a bad problem really.
This problem requires 7 moves, that seems a bit high. The pass rate reflects this.
