I see that the team Indonesia played g6 and offered a draw(64% of the voted for offer draw). I can't see the statistics for your last move, but it shouldn't be a draw if "accept draw" is below 50%.

I have not seen that before. There was one instance where Indian Marauders had voted, but lost on time during an upgrade in the web site. Staff restarted the game, which I am guessing they can do here as well.
