Timeout ratio refers to the proportion of your turn-based games you have lost (in the previous 90 days) through failing to move within the time limit. i.e. your opponent won on time.

You have played 17 games. Your timeout ratio % is 18% i.e. in 3 games out of those 17 games, you lost on time.
