There is no true "predetermined starting time". It is a time the TD might start a tournament.
Yes you can change the time.

You can set any date you want. That just changes the auto-start to manual start and buries your tournament at the end of this list.

The date you choose is just a hint to the registrants about a start date.
Go to the end of the list to find upcoming tournaments like this:

@TadDude: I think I understand this better now. I can arbitrarily set any starting date and time I want, but the tournament won't start until I manually activate it, regardless. Do I have that correct?

Yes.
That is ideal. I was afraid that if I set a time, then the tournament might start too early before I would have enough registrants.
