nothing you can do. you can in the future make tournaments which players cannot use vacation time, but that's about it. as long as they are making moves within their time frame (for example 3 days/move) there's nothing you can do. it's their right to use their time.
keep in mind that pretty much all tournaments take months to complete on turn-based chess.

Beside "No vacation" tournaments, you can join only those tournaments where the TD has set a Max Avg Time/Move.
