I am an amateur chess player from East Turkestan currently living in Turkey. I want to obtain an official title and participate in official tournaments. How can I get a FIDE rating without being affiliated with a federation and participate in online tournaments?

FIDE has online titles that are easier to earn than classical titles. People will probably make fun of you for having one though.

I would start with looking at the homepage of the Turkish Chess Federation. Find out if there's a chess club near you. If not, look for a tournament near you, and find out if it's FIDE-rated or not.

About getting a title: you have to get much better at chess.

You can enroll into FIDE online Arena. By paying their annual subscription, you automatically gain a valid FIDE ID. The FIDE ID can be used to play FIDE rated tournaments online, as well as OTB.
