How to Join Any European Chess Federation?

Hello,
I'm an unrated chess player from Egypt. I want to play in the European Biltz Chess Championship in Poland 14 December. Following registration, I was advised that I should be registered with any Federation of the ECU countries. I'm inquiring which federation would accept me to register given that I do not hold an EU nationality.
