From the rule, the player that could be advanced to the next round is 3, I am number 3 , but why I can not going to the next round??

Three players advanced (per group) in the first round. Ideally, in this tourney, you would have 18 move on to round two. Since there was a tie in round one, and 19 moved to round two, it created another bracket for round two. If there was no tie, there would have been three groups of six in round two. The parameters are a maximum of six per group, so, there were four groups in round two.
Even though the tourney started as six per group and three advancing, you were in a group of four due to the tie in round one. I'm almost positive that no brackets allow more than half the players to advance (in any tournament). This also means that, if there are no ties, nobody finishing third in that second round will advance.
