I could understand some one jumping up to the mid 13's but not upper14's and as high as 17's ?

some people may lose on perpose just to get thier rating down, and get in a tournament once they are registered they can bring thier rating back up and still be in the tournament because when they registered they had a lower rating

"This was an error in sorting which didn't put the players in the correct ratings brackets. Almost all the initial groups of the tournaments have these mispairings, but there isn't anything that can be done at about it now. Sorry :("

In the long run it does not matter, reliably rated players cannot win most ranges of the official tournaments.
