There is only one tiebreak on the site. In a case of two-player groups there is no tiebreak. Both advance when the score is the same since the tiebreak for both players is always one.
You could try asking the tournament director to remove the two players who are not playing any more.
You can make a suggestion to change the way double forfeits are handled. Would be automatic which is better since tournament directors abandon the site the same as players do. http://www.chess.com/forum/category/suggestions
