scholastic Fixing

Ok, you are answering my questions and I thank you.  Once again, I am a Mom and started playing just to have something to do at tournaments.  I am enjoying the game and doing well.  But I would like to have some of my experiences and my kids explained.

At some of the scholastic tournaments I saw the TD set the opponents during the last few matches so that the winners would more accurately fit the trophies the TD happens to have with him or the TD sets the matches so that his kids get the most trophies.  I have seen it done by State groups and by small chess training companies.  I have seen it done with what they called Round Robin, Swiss, and Quad.

We had one TD that had played my son in another tournament and we did not know that he owned a chess training company.  We attended one of their meets and he told me he had difficulty placing my son so his students would have a good chance of winning.

I don't see these as valid methods of competition.  Are they OK via the USCF rules for Scholastic events?
