Player in tournament is cheating with rating

I've checked my opponent's games to analyze why such a strong player loses to players with a low rating. But all lost games were lost by resignation with no reason. So looks like she deliberately lowers her rating.
I like to play with strong players, but I don't like cheating. And I'd like to understand real level of my opponent beforehand. For this there is a rating. Also my rating noticeably decreases from such defeats.
Is this cheating sufficient reason for disqualification?
You can send in your suspicions via email to support@chess.com. I looked at your opponent for your most recent tournament losses and I agree he is an obvious sandbagger. He loses 90% of his non-tournament games, most in just 5 moves.
