Most tournaments Auto-Start when full.
The Tournament Director can turn the Auto-Start setting off. If the TD is still on the site it should manually start when the TD next logs in to do so.
If the TD has abandoned the site the tournament may never start. The staff can start these abandoned tournaments.
My tournament alredy has the required number of players? When will it begin?
