Will rating drop with 0 moves?

If both players make no moves in a Daily Chess game (for example, 3 days per move or 14 days per move) and the time runs out, will it affect the rating?

Or will the game not be counted at all in normal games?

In tournaments, I understand that if no moves are played, White loses on time. If White makes one move and Black makes no move, then Black loses on time. In these cases, does the result still affect the rating adjustment?

Especially in tournaments, will 0 moves affect the rating?

Based on my experience, if a player aborts the game within the first 3 moves, there is no change in the ratings of either player.
