Draw due to insufficient material

When time runs out for a player, if his opponent does not have sufficient mating material, then live chess considers it a draw. Is this the way it is in real tournaments as well ?

According to USCF Blitz Rules 

8.) Defining a draw

A game is a draw:

If one of the kings is stalemated.

or By agreement between the players.

or  If the flag of one player falls after the flag of the other player has already fallen and a win has not

been claimed, unless either side mates before noticing that both flags are down.

or If one player has insufficient mating material when the opponent’s flag falls or makes an illegal

move.
