Here we can discuss setup and WoW in a Board of Tournament.

First proposal, get a separate group for the Tournament Board, like EL HQ
Second was already proposed, each team to get a member in the board.
Third, not changing the members after a year would be more consistent.

What happens if a situation appears where the rules are to be applied, but the tournament admin (ie, Johan) just doesn't want to apply the rules? This happens often enough for it to be a reasonable question, I think.

The Board, to have any utility, needs to be able to override Johan if necessary. Otherwise it's just for show and a general waste of time for those on it.

I don't like the look of this at all. Two team admins from each division leads to problems of choosing which teams get represented and which don't, giving rather unequal power to some teams.

It was proposed in the notes by me, and seconded by another country's admin, (Netherlands, Juge), to have one admin from each Div 1 team. This has also been supported by a third country's admin, (Romania, DorinN69), here in this thread. That's three out of the ten Div 1 teams already in favour, with nobody having spoken against the idea, and you're ignoring it completely?

Board members could indeed be excluded from voting on decisions pertaining to their own team, of course.

They certainly should be able to vote on matters pertaining to their own division, so long as their specific team isn't directly involved in the dispute. After all, Div 1 tends to have the most experienced admins, the most experience in the EL machinations overall, and represent the most players (since our teams tend to be the largest). So from both a pragmatic and democratic perspective, having the Div 1 teams submit a Board member each seems like the obvious soluion, and if a dispute pertains to Div 1, well, they're going to understand Div 1 issues the best.

While needing an extra additonal board (as opposed to e.g. a reasonable decision on a similar case last year) would be unfortunate,

I'd say that if we need such a board, then David's suggestion looks very reasonable:

A board with one representant from each Div 1 team, and if it is about a Div 1 match, all representants except the two from the involved teams are the board.

The last proposal from David (members just from Division 1) looks even better and the logic behind is very hard to beat.
In fact I am agreeeing 100% with David's post #3

1 admin from each Division 1 teams is a very reasonable proposal, and indeed they are the most experienced.

Hello! Team Russia's admin council has delegated me to take part in this Board if it will actually work.

First of all, I fully agree with the suggestion of DavidStyles. Only in the format suggested by him the Board will be viable. 

The major concern of Team Russia is a comfortable schedule taking into account matches both in WL and EL, esp. in what concerns matches valid for both competitions. Currently team admins should agree upon the match dates case by case and the negotiations can be rather tedious.

So the Board could elaborate a ruling for EL on how to smoothly coordinate its schedule with WL. This is the most topical problem as seen by the admins of Team Russia.

We seem to be missing that one particular vote that counts for something around here, Johan's.

Johan, will you be supporting the motion that it seems everyone who has voiced an opinion wants, or will you be retaining absolute control over everything, applying and disregarding your own rules at whim?

While the 2016 season is of course now in motion (complete with Team England having dropped a place and Team Ukraine having been relegated because of your inability to keep to your own schedule, unless I'm misunderstanding something, which is entirely possible), it'd be good to have some serious checks and balances in place for the 2017 season, to ensure things go more smoothly, and with more consistency / reliability.

We all like to have a smooth competition that goes by the rules, but that's really difficult if there's one person controling everything and that one person can be a little liberal in his implementation of the rules.
