It is in the sense his rating will drop just a bit if he loses, increase if he can get the draw and increase much if he can win. Now, if it bothers you, just change your settings to limit the rating range of your oponents.
on chess.com you can set the rating range for each new game. so 900 player can set rating range to +/-25 and will get opponents between 875 and 925.
It's exceedingly fair. The underdog player receives extra points if they find a way to win, and loses less points if they lose (in comparison to an equal match-up).
It's not clear what the issue is you're bringing up -- if it's that you feel it's unfair to be matched with someone 200 points higher than you -- you'd better get used to it. The reverse will also happen. Unless you learn how to use ratings ranges to limit your seeks.

I think it's fair. The rating difference between 900 and 1100 is not too much. And if you intend to get 1000 soon, at least you should have beating some 1000 before becoming 1000 yourself. That said, the amount of rating you lose to a higher rated player is lower which makes it fair.
