Same here. I've been trying to determine what it offers over 12, besides the cloud storage.
Edit: The best that I can find so far is:

The Chessbase announcement is completely misleading. Opening reports have been around forever, and position comparisons were introduced in CB 12. Much that is listed under "further features" is old and basic, such as the ability to "retrive games according to openings, players, and tournaments."
I use Chessbase daily and bought it simply because I figured that there must be something new, but aside from allowing you to store some databases in the cloud, there is nothing worth mentioning. Very disappointing indeed.
A more thourough description of the new features just got posted: http://en.chessbase.com/post/chessbase-13-everything-you-wanted-to-know
I am still not too impressed, but at least there are some improvements, which might make it worthwhile for heavy CB users.
Another article going into some detail about the features:

Has anybody gotten Chessbase 13 yet? I did, but aside from the cloud databases, I am having a hard time figuring out what the new features might be.
