Puzzle ratings just don’t match up with regular ratings. Having ratings over 2000 is very common for players rated significantly lower.

Agreed. There are puzzles requiring 3+ precise unusual moves rated below 1200 and common mate-in-1s rated 1800+.
But there is a general correlation between puzzle difficulty and puzzle rating, and a rating of 2000 is normally better than a rating of 1500.
