Why isn’t 4...nxd4 an option for black in the sicilian? (After 1. e4 c5 2. nf3 nc6 3. d4 cxd4 4. nxd4)

Why would it be?

The reason that White doesn't bring his Queen into the center is that Black would just chase it out with Nc6, gaining time. But if the Black Knight is already exchanged off, where is the down-side to centralizing the Queen?

Well, there is no need really. There is no threat from white's knight, why would you waste a move on that and improving white's queen in the process. As the previous comment stated, you cant really chase the queen away easily because that knight is gone. Better to make a developing move.

the queen is fine on that square

not to mention trading knights forfeits control of e5 which makes it harder to develop the other knight and pieces
