Best Opening against e4 for d4 players

The Caro-Kann is very close to the Slav which is close to the Q's Gambit Declined.  The Pawn Structure of the Caro-Kann and Slav are similar to the London Opening.  The Caro-Kann can be a closed or wide open game and in both cases Black usually attacks on the Q-side, usually with ...c5 leading the way.

I mostly play 1.d4 and against 1.e4 I play 1...e6 (The French). I don't know if that is of any help, but that's what I play.

Other 1.d4 players like Varuzhan Akobian and Sergey Volkov also have The French as their main weapon against 1.e4
(There are some French players that are 1.e4 players too though, like Nigel Short)

Yes dragon is huge nightmare fo e4 player because it's full with theory and white can't get any advantage.Black often attack white king white all forces and only way to escape is to learn lot theory and find only move.The whole openig is much more fun for black.Also most most e4 players hate learning theory they like simple chess.Of course you shoudn t give them chance.I personaly never play e4 aganist equal or stronger oponent because the have plasant choice to equalise with e5 or go for full point with Sicilian.So play dragon and smash them.If they ask you where thing gone wrong you shoud say on their first move........

Caro or French are the first two that come to mind, as they both immediately strive to establish a pawn on d5.

This might be true at lower levels, but it's generally not true at the Expert level and higher.
