No. It can transpose to so many other openings, so it would be big advantage to have some experience with e.g. 1.d4 first.
By the way: I think beginners should play 1.e4 e5 and learn the basics in open positions before learning other openings.

Yes & No
The Reti Opening can be very transpositional and it’s considered not good to play it because you will have to learn a lot of lines from e4 or d4.
However, The Reti Opening is sometimes recommended to Beginners if they plan to play Kings Indian Attack.
The goal would be to play same set up and not transpose.
It can work in Lower leagues, but when you get stronger you will need to do transposes to not get into bad positions.
