Does the win/draw/loss rate from the chess.com opening database also apply to lower rated games?

I took a peak at the London System in the chess.com opening database and found out this:

Apparently, black has the option in the London to play 3. c5, which according to the database gives black a 40% win rate compared to white's 28% win rate. Is the soundness and effectiveness of the London system as stated by masters like Gothamchess and GMHikaru really just a lie or are the rates only applicable to master games?

Us lower rated players play too many random moves to have those numbers really apply.
