"I have considered the Tarrasch variant of QGD because in some positions it reminds me of the Vienna gambit but I’m not sure it’s easy to play with an IQP for a lower level player like myself."
++ Tarrasch is fine. Young Kasparov used to play it.

Within the Tarrasch, you could also use the Hennig Schara gambit. This can be played to a high level and will give you some great wins.
The problem is with those often called "annoy d-pawn openings" is where white avoids c4. Generally, you will have to play c5 yourself at some point. I've come to think of non c4 players of white, as like a man going to an old time dance and waiting for the woman to ask him. The point being is that black as the putative weaker partner has to ask white to dance and play c5 at some point in order to try for a win.
Here is a Kasparov game with it:

First at the beginning you are forced to play Knight g7 to f6.
Are you really forced to play an illegal move? Wow!
I’m looking for an opening that has a straightforward middle game plan and not a modern opening like KID. I like somewhat offbeat lines that can surprise my opponent like the Vienna gambit. I have considered the Tarrasch variant of QGD because in some positions it reminds me of the Vienna gambit but I’m not sure it’s easy to play with an IQP for a lower level player like myself.
