How should white respond to black playing 4. C4 in French advance variation

Hi,

I have just started looking into the French defence variations. I am trying to understand how white should continue after 1.e4 e6 2.d4 d5 3.e5 c5 4.c3 c4

 

The annoying thing for white is that the Bf1 cannot go to d3, which is now secured. What should be white's and black's plans here?

if u want to develop your bishop on d3, why noy freeing d3 square?

So it appears that u just have to play b3 first, black cannot hold c4 pawn since 5.b3 b5 6.a4 a6? 7.axb5 axb5?? 8.Rxa8...

b3 is the correct move. Didn't you learn this in chess mentor?
